Corneliu Bodea, CRE: “We must take into consideration the quality and opportunities of an energy scheme”

Energy schemes and mechanisms, such as CFDs (Contracts for Difference) must be analyzed from the point of view of quality and the opportunities they offer and must not be launched only to tick milestones in the PNRR, says Corneliu Bodea, CEO of ADREM and President of the Romanian Energy Center (CRE).

“The feelings I have about CFDs are contradictory. First of all, it is not the schemes themselves that are to blame, but their quality, which until now has been questionable, as well as their timeliness. In the case of many schemes, they had to be fined immediately. We have to analyze the situation from the point of view of the appropriateness of the scheme and then from the point of view of its quality. The idea that we are ready to launch a scheme, without an impact study, with only one argument brought, namely the fact that it is a milestone in the PNRR that we have to tick without knowing why, at the risk of creating a major distortion,” said Corneliu Bodea.

He also drew attention to the need to increase the energy production that Romania has, which will require the implementation of an energy scheme that is well structured and supported by impact studies.

“The future will not bring a decrease in energy consumption, but an increase, because we have a share of over 60% in thermal, of Romania’s total energy consumption, and wood, gas and many other resources are used in thermal. If up to 30% of this amount is transferred to electricity, then we will see that we will need a significant increase in production capacity, which may need a well-thought-out scheme with an impact study, which does not have as justification the fact that it is a PNRR milestone,” added the CRE President.

At the same time, Corneliu Bodea claims that Romania is lagging behind in managing the resources from the PNRR, and at the moment the relevance of the projects in which it is invested is more important than the amount of funds spent.
